This is not a very clear requirement, so please clarify!
To calculate the average of all Z values in a 2D array, you would simply use Ravens suggestion above. This is a model-free solution and we don't care if it is a bell curve or just some random noise. I thought a fit to a 2D gaussian would be what you actually want, but who knows?
Please tell us a little bit more about your application. What is the data all about? What kind of information do you want to get from it and why? 😉
