This is a question that would be better answered by your local IT person or your internet service provider. You'll need a machine that has a publicly-accessible IP address and has your web service installed on it, and you'll need to make sure that there is no firewall blocking access to the machine. There's nothing special about LabVIEW here, you would have to do the same thing to set up any type of web server or web service.
