I doubt you could.  LabVIEW 8.2 came out long before windows 10 existed,  or 8 or even Win 7 for that matter.

And "mobile" version probably adds a whole other set of complications.

By Windows 10 mobile, do you mean the windows 10 that runs on phones? Or do you mean Windows 10 RT which runs on certain tablets (i.e. the regular surface)? It certainly won't run on either of those as they are not the same OS / CPU / instruction set as full Windows 10.
