I downloaded a zip file from the NI site: swcircularbuffer1.0.19.zip and unzipped the file and then ran the setup exe to install this item. The install popup screen briefly says that the installer will install the circullar buffer library and examples and goes on to the next screen which tells the user where the software will be installed. The next screen is weird! "Start Installation, Review the following summary before continuing" and "Installation summary No Software will be installed or removed" and no option to continue to the next screen! This is a heck of an installer! From what I see this download from NI does not work. Just maybe it is because that I have a 64 bit computer which was a problem I had once before when I tried to install a VI analyzer tool that wasn't made for the 64 bit version yet. I'm still waiting for that update, but I would like to tryout this tool. Any ideas?

I am assuming you are referring to this: http://zone.ni.com/devzone/cda/epd/p/id/5883
I tested the installer on my system (also 64-bit) and could not replicate the problem. The installer seemed to work just fine.
The "zip_swcircularbuffer1_0_19" file are the loose files which can be used on non-Windows system. But even on a Windows system you can just put the contents of that archive into your LabVIEW <user.lib> file if you are having problems with the installer.

This is very strange! The installer works for you but not for me! I downloaded the zip file twice and tried to run the setup file and the installer simply did not work, and I have installed many NI products on this computer and the setup files all worked as expected. What do you mean "loose files"? And the contents of the archive is: bin, license, & supportfiles directories, and a readme and setup.exe file. I don't think these will be of any help putting these into the <user.lib> file/directory.

There are two files to download from that page. One is the installer, which has the VIs packaged up. The other is just the VIs. The file I referred to ("zip_swcircularbuffer1_0_19") are the loose files.
