is modbus libraray not includede in community version beacause my licence for datalogging and supervisory control module is not activating

I suppose officially you're not entitled to use it. It is a commercial product, so why would you be allowed to use it in a non-commercial-only product? 😁 (Not a lawyer..)

You can exchange the library for this one:

I think it's mostly the same idea, maybe even a fork of the licensed driver.

I used it a few times, it works just fine...

It's open source and free to use. But officially (the license says so) it's 'not allowed to reverse engineer'. 😑
