i have found in the example of "tank level simulation " a vi called plant system so i need to  know for what it's usefull and how can i regulate its parameters,

This is a simulation of a process controlling the level of a tank.  The block "tank level" is a model of how the fluid level of the tank will respond when you give it a particular control input.  [The other input to this model is the time step].  Making a model of the system you are trying to control means that you can design the "Plant System" without having to actually connect to a real tank (or, more precisely, to the motors controlling its valves) in order to test your control algorithm.
