Is COM1 also present in that other computer?

Is your device connected to the very same COM port?

Are you able to change the COM port in your executable, either by some preferences menu or (atleast) by using an INI file?

COM 1 shows in every computer but when i open it in my computer, these option are occurred and 4th option (ASRL3::INSTR) working, but when it comes to another PC it does not show any of the below option except COM 1

those other options seems to come from an Ethernet-To-Serial converter.

Did you install the needed drivers for that converter?

Yes, I installed the drivers, from the website which was mentioned while purchasing the converter.
