Is it possible to view a web published VI to a laptop/pc without run time engine and LabVIEW installed?

Hello,

Per the note in step 7 in the article below, the LabView RunTime Engine that matches the version of LabVIEW on the development machine must be installed on the target machine in order to view a web published VI or a Remote Front Panel.
