Can we set the MAC address to send UDP datagram to without using ARP ?

It is for use with an embedded system. Both sides of the communication parties know the IP and MAC address to send to. Is it possible to send out a UDP message to the particular MAc and IIP address without utilising ARP ? using CVI 2010

  I think that CVI doest not have library for this.It is so much Low level, but i do not have experiences with this.

  You can try investigate RAW socket(winapi socket) or some library like PCAP which provide functions for create and send any data packet which you create itself.
