I found that I had multiple issues which caused my problem.
I tried Roberto's solution again and it worked. All of the Czech characters are displayed properly.
My other issue was that was only use a char to get the strings from my resource file instead of an unsigned char.
Once I corrected boht of these items, I was able to all of the characters I needed.
