The on-board COM1 port on the PC I am using for outlook is defective. I installed a USB/Serial converter which created a new COM3 port. I cannot get outlook to accept the COM3 serial port. when I select COM3 with the pulldown, I don't get an "accept" button and it remains set to COM1.
