Is the IC-3120 the same as a CVS-1458 without VBAI? They appear to have the same specs and form factor.

Correct. It's a rename so it's more clear that it can be used for more than just Vision applications (USB cDAQ can connect to either for even more application areas that  can be addressed.)

indeed it is some thing like industrial pc for doing industrial machine vision projects in such project
you need to read some sensor or make some pulse for comment some equipment or send some data via ethernet

I'd like to add that the specification documents list different amounts of non-volatile memory for the two systems:
