overlay a line at the top and bottom of the cell

Hello everyone, I am working on aprogram that translates brail writing , and working based on the example :http://www.ni.com/white-paper/6470/en/
But I ran in to a problem, I don't understand how to make pressis underlines in the images I take like in the eaxmple:http://www.ni.com/cms/images/devzone/tut/bounding_boxes.png
I need this to work so the OCR would be able to process the letters correctly. The underlines supposed to automatically appear for every image , how can I make that happen?

What techniques have you tried so far for the underlines?

This video demonstrates how to overlay a line in LabVIEW. I believe it is related to the white paper you linked, as the video that played right after demonstrated how to set a coordinate system for braille OCR.
