The drivers are 32-bit, but you can run it on a 64-bit machine.

The tasks and scales were created during the import and reference the "Simulated" PCI-6220. If I "Reset Configuration Data" to delete my import, I still see the "recognized" PCI-6220. In addtion, I do not see the SCXI-1000 attached to the PCI-6220 or any sensors attached there to. If I try to create a task, it get "No Ssupported devices found"

Was the device installed in the computer before DAQmx was installed? If so, it may be best to:
1) Turn off PC to remove PCI card
2) Uninstall DAQmx (Programs and Features >> Add or Remove Programs >> National Instruments)
3) Restart computer, reinstall DAQmx
4) Turn off PC, install 6220 card

You will have to create the SCXI chassis in MAX to get it to appear. From here you will be able to create tasks.
