NI 9184 c-DAQ not showing in NI Max. Chassis is only showing Power LED on rest all led are off.

We have a chassis NI 9184, and we are connecting to the Pc through Ethernet cable. It is not showing in the NI Max, and the Power LED is Green but all other LED i.e. Status and Active Led is off. I did check what could be the possible solution for solving this in manual, but I did not find.

Background.

1. We are using LabVIEW 2024 Q3 and DAQmx driver of same version 2024 Q3
2. 
3. Everything drivers wise is correct as per instruction.
4. I just want to confirm if there is any work-around for this, we also tested the ethernet cable by using it with another c-RIO and it got detected. That means ethernet cable issue is ruled out.
5. Also, I want to confirm if there is no work- around for this then as I predicted it might be a hardware issue. If anyone has faced such hardware issue, how did it got solved.
