Possibly Blown Counter Terminals

So I am using a USB 6212 board and I was attaching a counter output up to the input of an inverter integrated circuit. The integrated circuit was connected to a separate +5V power source coming from a CADET board like the one shown below:

When I connected the power, the counter began giving no output, and it does not work when I run the test panels on that output terminal in the NI MAX program. Is this terminal broken? And if so, is there anything I can do to fix it? Thanks in advance for your help!

Hi

In this particular case, I would like to know which pin of the USB-6212 you are using as the counter. Checking the pinouts of this device, you might be using pin 38 or pin 39 since those are the CRT 0 out and CRT 1 out correspondingly. 

Additionally, are you able to check the output of this device with a third instrument, namely an oscilloscope? With an extra instrument, we will be able to check whether the terminal is broken or not.

Thank you for your response! So I was using both pins 38 and 39, initially only 38. And I tested it on an oscilloscope and got no signal shown.
