With the 9411 disconnected I get 24 volts with the when the beam is not broken, 0 volts when the beam is broken. I'm reading the black wire coming from the receiver and the COM wire from the power supply which is also connected to the (-) wires coming from the emitter and receiver.

Ok Good, so we know the sensor alone is behaving as we expect.
A few things:
You do not want to connect anything to DIb, this will mean you are measureing a differential device, where 0 V is undefined. You have a single ended device, so we want to leave that empty. See this document for a little further explanation. NI 9411 Operating Instructions
Have you included a pull down resistor as originally suggested, it appears that in the specs you provided they include a resistor to ground.
Try to see your device in Measurement and Automation Explorer before you use DAQ assistant.
