Does anyone know if it is possible to access the Chassis and modules of a 9133 cDAQ system from another PC (not the one embedded on the 9133 hardware)? In other words, is it possible to have the 9133 system behave like a 9188 chassis?

Yes, that is my experience as well with a virtual 9133 system. I would like to be able to access the actual 9133 hardware from another PC, though. When I connect a laptop to the 9133, it does not show up in MAX. The 9133 chassis and modules only show up in MAX in the integrated PC on the 9133 system.
I would like to access the 9133 module from my laptop for troubleshooting the system.

Have you downloaded the drivers for this cDAQ? You can check that on NI MAX under software and to check the compatibility with the device you can read the readme file.
