I am using Ultibaord 13 and would like to know if the drill diameter is just that, the diameter of the drill bit used to drill the hole or is it the finished plated hole if you select plated?

That's the size that goes in your drill file. If your fab vendor changes it to give a finished holes that size that would be up to them. My typical vendors drill them as specified in the drill file, then plating takes up some space.

I found some information in the users forum of our pcb supplier where someone posted a similar question. The answer was that they always drill holes to the nominal diameter and use 0.1mm increments (we are metric in Germany), so diameters translated from imperial dimensions may be up to 0.05mm smaller or wider.
Also, when assembling the same board coming from different manufactures, I saw that some jumper pins with square cross-section fitted well in the holes of one board but quite snugly in the holes of the other manufacturer. Obviously they use different plating processes which yield different actual hole diameters.
