I'm using TestStand 2023 deploy utility. The build works ok when creating an msi based installer but fails to find the testStand 2023 runtime when switched to a package based installer.
below is the MSI based installer. the deploy shows it found the
but when the package based installer is selected the teststand runtime Q4 is disabled and seems to not found
This happens on both PC's that I have access to.

This information comes from NIPM and its installed database. You can query the NIPM database of installed packages using the command "C:\Program Files\National Instruments\NI Package Manager\nipkg.exe info-installed", and you can append ">> file.txt" to pipe this to a file of your choosing to then review. In the file you should review the attributes associated with the package in question (Package: ni-teststand-2023-process-models-runtime-x86) to see if it has empty values. Curious what you find.
In the C:\ProgramData\National Instruments\NI Package Manager\packages\ directory, do you see a file like this: ni-teststand-2023*-process-models-runtime_23.*_windows_x64.nipkg?

Thank you for the help. looking through the log it looks like it's normal, the entry is not blank and the file it's pointing to does exist.

Looking back at your original image for package deployment you should instead check the "TestStand Process Models Runtime (32-bit) [2023 Q4]" item, which is 6th in the list's subset in the image you shared.
Not sure what and why the "ni-teststand-2023 Q4-process-models-runtime-x86" item is appearing and what that is? I think you should ignore it and uncheck it.

Interesting. I'll have to test the installer it builds without it.
those 2 items are the result of checking the "install TestStand Runtime" option in the package distribution tab. if I uncheck that option they go away.
