AFAIK, TestStand supports only one templates.ini file, which is located in TestStand's CFG directory.
Even worse, it is no plain text, so merging different files is not possible easily.
Based on the assumption, that there is some kind of "central authority" that maintains a master version of templates.ini and distributes it accordingly:
if a users want their templates in the master, have them send the desired step in a sequence file and centrally merge it into the template.
Not very nice solution, will probably cause some friction if many developers need to contribute.
