Which version of the LabVIEW instrument driver do you have?
Does your device show up in NI MAX, and can you communicate with it there? It should appear underneath your PXI chassis.
If it doesn't show up there, you could try a different slot in the chassis, a different chassis, a different cable, etc to try to find out where the problem is coming from.
