I am considering USB-7856 as a replacement for USB-6366 since it has 8 output channels vs 2. My main question: can it even be used without FPGA module at all? Can I directly generate a waveform from it and collect the data in ways similar to other multifunction I/O devices? For simplicity: can I creave a sine waveform, output it to the AO channel, and then measure it on AI? In other words, can I use DAQMX functions such as CreateChannel, Read, Write, Start, Stop etc directly?

The short answer is no.
USB-7856 is a reconfigurable I/O device. It must be programmed using LabVIEW FPGA Module and NI-R Series driver. It does not support NI-DAQmx.
If you need more AO, you can opt for cDAQ chassis + AO modules, which support DAQmx.
