This internal error code indicates that NI-CAN tried to access the configurations stored in MAX and it failed for an unknown reason.
Do any other NI-CAN applications work on this system or do they all exhibit the same behavior?
Is this a new setup or has the application been working on this system before?
You could also try to uninstall and re-install MAX. Unfortunately, since MAX is a dependency of pretty much all NI software, this step is basically equivalent to reinstalling everything.

Thanks for the help, it helped re-upload the CAN configuration. In principle nothing has changed but communication has recovered. MAX connects to LabView version 7.1
