Reading SPNs that are not contained in a PGN

Hi All

In the J1939-71 standard, there are a number of SPNs that are not associated with a PGN. For example, spn1504 - Operator Seat Switch has no Parameter Group Number.

What is the meaning of this type of SPN and how do I read or find its value?

(Note there are many SPNs like this and spn1504 is not a one-off)
