Labview 2019 :Command and control create new Subsystem

For the 2020 FRC Challenge we choosed the Command and control architecture.  Everything was working great until we tried to create the second subsystem.  When we do as explained in the tutorial, we create a new subsystem in the project, but we don't get the interface to define the new subsystem.  We get a new Vi Object in the project, but all we can do with it is remove it from the project.  Is there an add on that we missed to install to use the command and control architecture?  Or maybe some preference to set.  We would really like to move our code to this architecture.
