deploying image FRC2013V47 does not complete

image FRC2013V47 installs to cRIO, but the cRIO imaging tool does not recognize our modules (9201, 9403, and 9472), does not recognize a current image and does not complete reboot.

We tried different configurations of modules, clearning cRIO memory, verified IP address 10.24.8.2.

While in SAFE mode, the status light flashes 3x properly, but when taken out of SAFE mode, the status light flashes 2x indicating a software problem.

NI MAX - cRIO modules do not appear , nor does the software show in the menu, System State reads "inconsistent IP settings" despite automatic settings.
