Localization of (forum) maintenance announcements

Second maintainance announcement this week, but now without UTC times (only some obscure CDT times):

It seems there is no checklist (aka well-defined process)  at NI when creating those announcements?

still no localization on forum announcements:

This time even worse: it's not just the "CDT" time, but the whole text is in English despite my actual German regional setting…

(Two years ago there was an "agreement" to use UTC timestamps in such notifications…)
