Instrument Control (GPIB, Serial, VISA, IVI)

NI VISA cannot talk to GPIB device

Hi,

I am trying to do remote programming with Agilent N5183A MXG. I can find the GPIB-USB-HS "GPIB0" on NI MAX, self test works fine, but cannot detect any instrument through scanning. When I use Keysight connection expert, I also cannot find the device even if I enable using the GPIB card. However, GPIB interactive control works. I can talk to the device, set frequency and such. However, on NI MAX it doesn't find this instrument and cannot integrate with VISA. This does not happen only with this agilent device, I also tested another instrument DG645, it has the exact same problem.

System controller is on, GPIB address also is correct. I also followed the instructions here:https://knowledge.ni.com/KnowledgeArticleDetails?id=kA03q000000YHcyCAG&l=en-US and enabled tulip.

How can I solve this problem?
