save changes to Hardware vi

I keep getting an error no matter what I use to the VI shown below. I'm attempting to add an Ethernet resource to MAX programmatically then save the changes in MAX using the Save Changes (Hardware) VI. I keep getting "resource in" is invalid, yet the Ethernet resource reference number, from the filtering, is OK.

OK, this is a file permission issue that prevents the VI from writing to the file location. I know this from manually performing the procedure, I get an error message paraphrasing - a permission is preventing write to file location... . 

Loading an import nce (MAX) file appears to do the same procedure - save setting in MAX.
