In web VI, setting output priority

I am not familiar with English, so the meaning may not be communicated well.

I want to add a URL image and a string to the cluster so that the string can be printed on top of the URL image.

How can I configure the css?

If the cluster layout mode is configured to None then you can position a String control inside of a cluster on top of a URL Image like the following:

So inside of a Cluster control you can position a String control on top of a URL Image control without using CSS. Is this what you are trying to achieve?
