Thanks for all of your help and suggestions. I have tried turning off the NI services one by one, both while working on my school network and on my home network, and have seen no significant change. The behavior of the long loading time for the Brickreference (particularly around programming the motors) only seems to be occurring when I am connected to the school network. Otherwise the loading time is very minimal. We are thinking it might have something to do with the syncing to Google occuring on the school network, but again it is just another thought to the issue. Thanks again for everyone's support troublshooting.

Just to clarify, this behavior is only happening on the school network? Does it happen only to instructor computors on the school network?
Just to verify is LabVIEW being run as an administrator (right click, run as administrator) on the non working computers?
Can you try mass recompiling the LabVIEW class folder? You will need to point to the folder with the Brickreference.lvclass. Mine is here: C:\Program Files (x86)\National Instruments\LabVIEW 2015\vi.lib\NXT\LegoClasses\BrickReference
