near the middle of the page (top to bottom), clic on the link, it will download a small 2012BMTK_downlaoder.exe, this EXE will then download and extract the toolkit.
If your concern is the 2012 in the name of the toolkit, don't worry too much, I'm pretty sure it will work with LabVIEW 2011 because the Biomed toolkit was released in june 2012 and LabVIEW 2012 was only released in august 2012, so the chances are good that 2012 Biomed toolkit works with LV 2011 and latter.
