3d surface viewer tool with measurement possibilities

Hi guys

I'm working on the point cloud in 3d collected with the laser scans. I'd like to develope a labview based 3d viewer with the possibilities of measuring something by selecting 2 points on the 3d image and get the distance between those values, draw a circle and get radius etc.

Do you know of any library/viewer that would help me start with this?

Thanks for reply. It seems like I cannot install this through VIPM because it's working only on Windows 7/XP 

Do you know if there is a version running on W10?
