Smells like a bug to me!
Work-around that works in 2015:
Drop the free-label INSIDE the loop and then attach to SR.
Drag Free-label ouside the loop.

I tried attaching the arrow through the BD and it worked for me. I had to be VERY precise with selecting the shift register though. VERY.

After reading you post, I tried again and you are correct that the "sweet spot" is very small, along the outside edge.

Really? I can only attach it to the right side, not the left.

For me, attaching it from inside the loop is even tougher. I think you have to attach it to the outside at the same small point as if you attached it from the outside.
It's tough because now you can't see the arrow head.

Yu have to catch the outside border of pixels. I use a track ball (not auto-tool select) so it may be easier for me.

Without even trying it, I bet the whole thing is manual selection of the tool. I know it makes wiring a whole lot easier.
