According to this https://www.ni.com/en-us/support/documentation/compatibility/16/ni-daqmx-and-labview-compatibility.h... that combination should work. Perhaps there was an issue with the installation and you can try install DAQmx again.
Are you sure it was the full DAQmx and not the run-time engine?
I would try downloading and installing DAQmx 16.1 which is the newest version of DAQmx that still works with LabVIEW 13.
What happens if you double click on the DAQ Assistant node? It should open automatically for configuration when you drop it, but somewhere there is a setting that can disable automatic configuration. It is very odd that your MAX screen doesn't show any symbol to open the tree further for the Software branch.
Oh and be careful about showing your splash screen with your license number. You should erase that part out. I'll ask a moderator to fix it.
