I am trying to connect a usb-4711A Advantech DAQ to the LabView. I have installed the latest version of the Advantech SDKs and Drivers through DAQNavi (Official Advantech software). When I connect the usb card, it is recognized by the DAQNavi and also my Laptop but the DAQ Wizard is not shown in the LabVIEW and NI Max does not recognize it either. the Latest version of the LabVIEW is also Installed.
Appreciate your help

It is not quite clear of what you refer to as DAQ Wizard - is this another Advantech tool? if you expect this to be LabVIEW's, then, no.
Have your tried the guide provided by Advantech - https://www.advantech.com/en/support/details/faq?id=1-12ZIUJA
Additional note - as the term `NI` in NI MAX, MAX is meant to be a Device Manager like for NI's software and hardware primarily, given your hardware is made by 'Advantech' it may not necessarily show up there.

By DAQ Wizard, I mean the DAQNavi assistant. it is not visible in the measurement I/O

I do not have experience with Advantech's tools, but a generic debug guidance would be,

If you are "new to LabVIEW", you might not have noticed that Santosh gave you what I think should be the solution to your problem, namely Read the Manual from Advantech, "DAQNavi Assistant VI User Guide for LabVIEW". It tells you that Advantech has installed their version of the DAQ Assistant, which they call the "DAQNavi Assistant VI", on the Measurement I/O Palette. It appears that the Advantech software "takes over" the handling of the Advantech DAQ devices from MAX, which might explain why they don't appear in MAX.
If you do not have the manual, read Santosh's post again, and click on the link he provides.
