I have LabVIEW 2011 Professional Development System yet I don't have the Custom Device Template Tool.vi (it should be in <LabVIEW>\vi.lib\NI VeriStand\Custom Device Tools\Custom Device Template Tool).
It is used to help create NI VeriStand custom devices. Is there anyway to get it without having to reinstall the entire Labview package?

Veristand is not part of 2011. It is a separate license unless you purchased it as part of the Developer Suite.

Weird that it doesn't make sense that the NI Veristand help file states the following:
Note Building custom devices requires LabVIEW 2009 or later and the Application Builder, which is included with the LabVIEW Professional Development System. If you use the LabVIEW Base Package or Full Development System, you can purchase the Application Builder separately by visiting the National Instruments Web site at ni.com..

Nothing is weird about the fact that the pro version has the application builder.
It is weird that the pro version of Labview doesn't have the Custom Device Template Tool. The VeriStand manual's section Creating a Custom Device with the Custom Device Template Tool refers to a labview directory doesn't it (<LabVIEW>\vi.lib\NI VeriStand\Custom Device Tools\Custom Device Template Tool )?

Why are you so confused? All folders, VIs, etc, related to VeriStand are installed when you actually install VeriStand. They are not installed with just LabVIEW Pro. It is no different than any of the other add-ons.

Ok that makes sense; NI should include in the manual that VeriStand must be installed on the same machine that has the Labview pro. In my department, I do not handle any VeriStand programming so I don't have it or need it on my machine.
Is there anyway of just using the VeriStand add-on without having to install the entire Veristand package?
