Is Cloudflare providing your DNS?  I'd say that t's their issue to sort out.  To troubleshoot, you could use a different DNS.  Google comes to mind simply because that's what I thought of first.  I think it's 8.8.4.4?

I guess you are trying to connect to ni.com and not some shady third party site?
