FPGA error when I press stop

I have a FPGA input and output program running on NI 7831R. The output is used to drive a motor. When I click stop, The following errors shows up:

Labview FPGA: Operation could not be performed because the FPGA is busy.Stop all the activities on the FPGA before requesting this operation. What could cause this error?
