Get Date/Time in Seconds timestamp losing an hour

The client is pretty sure that this was caused by clock and timezone issues.  They have reset their timezone settings. I will check with them in a week or two to make sure the problem is corrected and update this thread.  Thanks for all for the suggestions.

I followed up with the client today and they found that resetting the time zone only temporarily fixed the problem, eventually the PC would exhibit the problem again.  They replaced the motherboard battery and that seems to have fixed the issue completely.
