How do I programatically control the visibility of the scroll bar in the cursor legend of an XY graph?

I have an XY graph on a front panel, and a user has requested that I turn on the horizontal scroll bar for the cursor legend under some situtations, but not others.

Note that I am NOT speaking about the horizontal scroll bar for the graph or the plot legend.  This question is in regard to the horizontal scroll bar of the cursor legend.

I know how to turn the cursor legend scroll bar on/off by clicking through the context menus, but I can't find a property node which addresses the properties of the cursor legend.  All I can find is a single boolean which turns the cursor legend visibility on or off.  But nothing for the scroll bar, XY position and size, colors, or anything else.

Does anyone know if I can do this?
