I believe my initial guess was correct. I am unable to completely test, as I am missing the toolkits and subVIs, but the problem was that you didnt have the shift register wired to the case output tunnel in all of your cases. So, you would populate the shift register in the LOAD case, but then if the code executed any other command from the state machine, the shift register would be cleared back to its default value. I assumed you were running 8.6.1, so I saved the modifed VI and have attached it here. Let me know if you have any questions.
