Define "we"? Undoubtedly LabVIEW can be used to develop something similar to what you are looking for, it has been used for some amazingly complex acquisition/control systems. If the question is will someone here do it for free, probably not, and if so, understand that there are many times that you "get what you pay for".   For you to develop this system, other than having at least a basic knowledge of LabVIEW (really more than basic, but everyone starts somewhere), and then, well, actually having the LabVIEW development software.
