Hmmm so why do you think that you need a instr.lib inside the hmp4000 folder??
Okay, here it is in details:
Take all the files and folders in the instr.lib folder in the zip file and extract them to:
C:\Program Files(x86)\National Instruments\LabVIEW 2012\instr.lib\
Take all the files and folders in the user.lib folder in the zip file and extract them to:
C:\Program Files(x86)\National Instruments\LabVIEW 2012\user.lib\
Can you follow that?

As I dont' have your zip file or know what you have done or how your folder looks like, besides what you are showing, I can only comment based on that information.
You need to show every relevant pictures for me to follow what you are doing.
You should have 2 places where there are vi's for hmp4000. In the instr.lib and in the user.lib.
I'm beding that if there are any examples, they are in user.lib. But else you need to look at the Geting started file from the zip file, have you looked at that ?

Yes, that looks ok, now you are ready to start using the vi's.
There are some help files within the instr.lib\hmp4000 folder, take a look take them.
