I get Error 1316 when uninstalling 7.1.1 Run-time Engine

I've been had trouble installing NI Development Suite.  To get around this, I tried to start with a clean slate by removing all previous version of NI software.  Everything uninstalled okay except 7.1.1 Run-time engine.  I get an Error 1316 followed by Error 1603.

I'd like to avoid doing a "system restore" to the days before LabView 7.1.1.  Too many other programs and settings would get affected.

Additional info:  I'm running Vista and I've turned off my Kaspersky antivirus program.

Any ideas on gettng past this error?
