I have a LV 8.2 Professional Dev System CD which I used to successfully install on my old XP work dev machine.
I recently got a new Win7 machine and ran the same installer.
Everything seems to be there EXCEPT for any mathscrip support (No 'Mathscript Window' under tools... No 'enable mathscript support' in compile options... etc..).
It is not an evalution version, and it successully activated over the internet with my serial number (The main GUI says 'Licensed for Professional Version').
Is Mathscript not supported in a Win7 install of LV 8.2?

(Only Mathscript for LabVIEW 9.0 and higher requires a seperate license, so you should be OK with 8.2.)
Could it be you did not select it when installing LabVIEW? Try to re-run the installer and look at the screen where it gives you a choice what to install. (It has been too long for me to remember the details of the 8.2 install.)

Of course LabVIEW 8.2 is not officially supported on Windows 7, so there could be other issues.
