Here's a picture of a block diagram. All you need is implement the code according to the requirement.

Do you have any specific question?

You know all the required controls, indicators, and states. Since we have states, a state machine architecture is probably right.

You seem to be a student at MIT.  While some think that stands for "Many Incompetent Trolls", there should surely be some of your classmates who went to class and can get you started with LabVIEW (including the correct spelling and capitalization).

PS -- to see the Block Diagram, type Ctrl-E while viewing the Front Panel.

Also not that the certification forum has tons of similar example (some good, some bad!).

Once you have done all beginner tutorials, you could try to understand some of them.
