If you did, in fact, delete (as opposed to "uninstall") some or all of the LabVIEW "installed" (or "partly-installed") software, you may be in real trouble. LabVIEW installation can be somewhat difficult (which is why I always volunteer to install it for my students and colleagues), and removing it "by force" (such as deleting files or doing anything with its Registry entries) will probably cripple your system. [I learned this lesson the hard way with LabVIEW 2017 -- on two of my PCs, I had to reformat the hard drive, reinstall Windows, reinstall everything else, then carefully install LabVIEW].
Can you tell us, as exactly as possible, the steps you took, starting with the download of an Installer (which one?) and what steps you took to Install, and what steps you took to "uninstall"? if you manually deleted files, be sure to tell us when, and what was deleted. Finally, what fiiles remain? Are there entries in Control Panel's "Program and Features" under National Instruments?
