License Manager offline activation on a computer with network

I have a customer where the network rules they have in place prevent the license manager from being able to log in - it errors when I try to bring up the login window. At the same time, it senses that there is a network, so it doesn't let me try offline activation.

Is there a way to force it to permit offline activation?

I'm currently using License manager 4.7. I can try installing some other version.

I tried completely blocking NI License Manager in the firewall to see if it would think it was offline, but that didn't help.

Further details: The error presented on trying to open the login window, and presented as a window titled "NI User Account", contents "Connection error. Check your internet connection and try again. If this problem persists, contact NI support.", with buttons "Retry" and "Close".

The OS is Windows 7 SP 1.

Why not disable the ethernet/WiFi adapter or unplug the cable, activate offline and enable it back?

Only thing is that you have to be in front of the computer to do these.

Right. I am in Pennsylvania, and the computer is in Brazil. So, my unplugging the network options are limited to asking the customer to do it for me, through an interpreter.
